determining both who should be involved and how to involve them are equally
important. This requires an understanding of what level of involvement your
organization wants and how the approach will be received by your will be received
by various public stakeholders.
As with any project, there are a variety of ways to approach it. No one way is the "right" way, but each has consequences. So it is important to evaluate the strengths and weaknesses of the techniques you are considering and whether they fit your overall purpose in implementing a public involvement program.
